IT IN DISTRICT

The role of Information Communications Technology (ICT) is very important to deliver timely and efficient government services to the citizens and Government employees. So, with the support of State Govt. and Central Govt. Cachar District Administration has drawn up an ambitious e-government plan to use IT enables services to improve service delivery to the citizens, and at the same time, improve procedures and functioning of Govt. departments.
However, it has to be remembered that the implementation of various e-governance projects is hampered / delayed to the problems of lack of physical infrastructure and connectivity at the remote villages, lack of training and awareness, lack of interest etc. In spite of all these obstacles, the District unit of National Informatics Center (NIC), under the direct supervision of Deputy Commissioner is trying hard to develop applications for each Department to improve their working. NIC, GOI is the key department in the district to coordinate the ICT activities.NIC has taken up or implemented Some of the projects/applications undertaken by NIC are as follows:

Transport Project (Vahan/Sarathi)
Under the Transport MMP, Vahan & Sarathi software developed by NIC, New Delhi are being implemented in the State Transport Department. Data related to a vehicle is most vital for the enforcement agencies of the Government as well as to the transport department officials. Through VAHAN software the crucial and important data about the vehicle owner and other information related to the vehicle like payment of tax, technical specification can be stored in the "Computerised Registration Certificate "in a much secured environment. This data/information stored in the Registration Certificate can be utilised or easily access by the competent authority on the spot with the help of handheld devices. Registration of vehicles is at present being done in respective District Transport Offices of Assam by AMTRON through this VAHAN software.
 Introduction of the Smart Card Type Driving Licence in a few District Transport Offices of Assam is no doubt was a revolutionary step. "Smart Card Driving Licence" is actually a plastic card, embedded with a microprocessor- chip in one side of the driving licence. In this microprocessor -chip data in the form of photograph or information about the licence holder can be stored within its memory in a very secure and tamper proof manner. It is virtually a pilot project. So far as Transport Department is concerned, this project was first introduced in the district of Kamrup and thereafter, the same has been launched in the districts of Cachar, Jorhat and Sivasagar. As part of these initiatives, the computerisation of other District Transport Office of Assam will be done in phase manner and all the data will be available online.

E-Court Project
The e-courts MMP is being implemented in Assam. Under the project laptops and laser printers were distributed to Judicial officers of Assam. At present site preparation for Judicial Service Centres in 59 courts of Assam are going on both in district headquarters and sub-divisional headquarters. Websites of Guhawati High Court, Guhawati High Court Legal Services Committee, district judiciary of Kamrup, Nagaon and Goalpara were designed and hosted. 
A web-based online system called High Court Case Status Enquiry has been launched recently to help individuals, lawyers, petitioners to check their case details including the dates for scheduled action.

NADRS (National Animal Disease Reporting System)
The National Animal Disease Reporting System (NADRS) will link each block, district and state headquarters through computer with a central disease reporting and monitoring centre in New Delhi.  A new system is being worked out for linking block, district and state for animal diseases with a nodal central agency for better monitoring and control of trans-boundary diseases. 
This programme will enable veterinary authorities to closely monitor, control and eradicate animal diseases, particularly those of a trans-boundary nature. NADRS is being implemented by the Department of Animal Husbandry, Dairying and Fisheries (DADF) during 2010-11 through the National Informatics Centre (NIC). Around 143 animal diseases scheduled in the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009 are included in this reporting system. The project (NADRS) is expected to start in the next two months. The project is being funded by the Union government with a grant of Rs 104.05 crore.
Under this project we are networking 6,350 blocks, 615-620 districts, all state and union territories and research institutions, a total of 7032 centres will be connected.  The most revolutionary aspect of NADRS is that there will be options of reporting about a disease through mobile SMS, which will be transported to a central portal in a very short time and flashed according to the importance.
BSNL is providing the internet connectivity for the project and broadband connectivity has been installed at 2,600 centres. Also computer equipment has been provided at around 95 per cent of the total 7,032 centres. The project work is going on successfully in Rajasthan, Delhi, Gujarat, Kerala and Andhra Pradesh.

NDAL (National Database on Arms License)
It is a project initiated by the Ministry of Home Affairs, GoI to create database of all Arms
license issued in the country. All arms license are issued UCF (Unique Case File) on
correct entry and approval. As per the directives of MHA, all District Administration of State have initiated the process of arms license data uploading into the portal. There is a test portal for testing the functionalities and a separate live portal where the actual data entry has to be done. The records can be checked on the portal by the Department of Home Affairs. 

Common Integrated Police Application (CIPA) 

In order to automate the Police Department, NIC has developed a multilingual application known as Common Integrated Police Application (CIPA) is a multilingual application to automate the processes (workflow) at Police Station. This application also acts as a crime & criminal Information system based on CrPC. A number of workshops and trainings have already been organized by NIC, Assam State Centre & Assam Police in order to give firsthand knowledge on CIPA software to the Police officials of all levels. The CIPA is planned to be rolled out in 4 distinct phases (viz. Phase I- 10%, and Phase II, III & IV - 30 % each). So far, CIPA has been rolled out in 24 (twenty four) police stations in Phase I.

The objective of CIPA project is as under -

  • Significant reduction in manual records/register maintenance at Police stations.
  • Elimination of duplicate and inconsistent record keeping.
  • Facilitate maintenance of details of Criminals.
  • Keep track of Status of Cases.
  • Introducing element of transparency in the working of police.
  • Facilitating Investigating Officer with availability of Records.
  • Facilitating supervision by the senior of officers
  • Generate various reports required from time to time.
  • Faster Response to public.
  • Open Source software tools for Rollout at Police Stations.
  • Ownership of Application with Government for onwards supports.

DHARITREE (Computerized Land Records System) 
For the computerization of Land records in Assam, the State Unit of Assam NIC developed its own web-enabled system named as Dharitree. This software is ISO/IEC 9126 and ISO 12007 standards certified and implemented on the pilot basis at the Sonitpur district of the state. It takes care of up-to-date maintenance of Land Records. Workflow based automated mutation system including automatic correction of Chitha and Jamabandi records through online mutation system, efficient online delivery of quality services (mutation, copy of Record-of-Rights, various land based certificates etc.) to the citizens, generating various MIS reports for faster decision making.  The Land Records System of 20 out of the 27 districts of Assam has been computerized. At present, site preparation, hardware & software purchase, and training activities are going on for its roll out to 174 circles of the state within this year.

E-Panjeeyan (Registration) 
e-Panyeeyan has been started with the objective of computerization of the Document Registration work at the Sub Registrar Office. It provides modules for the following activities:

  • Initial enquiry for cash collection
  • Stamp duty evaluation
  • Entry of basic data
  • Verification by RO
  • Digital photo
  • Finger prints of 1st and 2nd party
  • Generation of digitized reports

e-Panyeeyan has been implemented in the in all the four SROs of the District Sonitpur. Efforts are on to roll out the project in Sub-Registrar Offices.

IDSP (Integrated Disease Surveillance Project)

Integrated Disease Surveillance Project (IDSP) was launched by Hon’ble Union Minister of Health & Family Welfare in November 2004. It is a decentralized, State based Surveillance Program in the country. For Project implementation, Surveillance Units have been set up at Central, State and District level. Surveillance Committees at National, State and District levels are monitoring the Project. Currently linkages are being established with all State Head Quarters, District Head Quarters and all Government Medical Colleges on a Satellite Broadband Hybrid Network. The network on completion will enable 800 sites on a broadband network of which 400 sites will have dual connectivity with satellite and broadband. This network enables enhanced Speedy Data Transfer, Video Conferencing, Discussions, Training, Communication and in future e-learning for outbreaks and program monitoring under IDSP. A 24X7 call center with toll free telephone no 1075 accessible from BSNL/MTNL telephone from all states is in operation since February 2008. This receives disease alerts from anywhere in the country and diverges the information to the respective State/District Surveillance Units for verification and initiating appropriate actions wherever required.

eRCMS(existing Ration Card Management System)
ERCMS is the abbreviation for Existing Ration card Management System. This application is
used for managing ration card holder and their members data along with information such as
their present/permanent address, mobile no, Pan No, age, Date of birth, Aadhaar card, Voter-id,
Relation with head of family, mapped FPS, Gas connection status, kerosene’s status, issuing
authority, verifying authority etc.

CONFONET Project
A scheme for computerization and computer networking of Consumer Fora in the country, CONFONET was launched during the 10th Plan period in March, 2005 at a cost of Rs. 48.64 crores. Under the scheme, the Consumer Fora at all the three tiers throughout the country are being fully computerized & connected through network for exchange of information which would enable them to access information faster, facilitating quicker disposal of cases, implemented by the National Informatics Centre (NIC) on a turnkey basis.

BAKIJAI (Loan Recovery)
 Bakijai Branch is one of the Branches in the Office of the Deputy Commissioner. Bakijai Officer is notified by the Government on the basis of the Deputy Commissioner’s recommendation from amongst the Extra Assistant Commissioners posted in the Deputy Commissioner’s Office. Bakijai Officer is assisted by an LD Assistant in the Bakijai matters.
             The main function of the Branch is to issue Bakijai notices to the defaulters of the State Bank of India or MCAB after receiving the list of defaulters from the concerned banks. The outstanding amount deposited by the defaulters in installments are collected in the branch and pucca receipt is issued against the Amount received. The accumulated amount is remitted to the concerned Bank along with the list of borrowers.
              Bakijai Officer compiles the reports and places the same in the District Consultative Committee meetings with the Banks. Reports on recovery position are also furnished to the Government when called for. The Bakijai Officer discharges his duty as provided under the Bengal Public Demands Recovery Act.


DAK Management Application 
Dak is the name given to Mail Management Application which has the following features:

  • The software enables entry of details of dak (post) received as well as post issued by any office of the District Administration.
  • It monitors action taken on the post/dak on a weekly/fortnightly/monthly basis.
  • It enables dak/post related online query handling.
  • It enables forwarding the dak/post to the relevant officer/department.
  • It also generates reports on dak/post issued on a particular date.

File Management System (FMS)
It is software used for monitoring of the disposal of the files. This help proper management of files movement and disposal in the DC Office, Cachar. It is online application running at NIC Cachar and application is used by the DC office through NICNET.

NKN(National Knowledge Network) - Assam Centre

The NKN is a state-of-the-art multi-gigabit pan-India network for providing a unified high speed network backbone for all knowledge related institutions in the country. The purpose of such a knowledge network goes to the very core of the country's quest for building quality institutions with requisite research facilities and creating a pool of highly trained professionals. The NKN will enable scientists, researchers and students from different backgrounds and diverse geographies to work closely for advancing human development in critical and emerging areas.
NKN POP at Guwahati has started functioning since January 2011. The center is located at Block H, Assam Sachivalaya Complex, Dispur, Guwahati. The center works on 24/7 mode. NKN Pop Guwahati is connected via 56 OFC links from three ISPs - PGCIL, RAILTEL and BSNL and out of the 56 links we have 5 nos. of 10 Gbps links, 5 nos. of 2.5 Gbps links, 22 nos. of 1 Gbps links and the rest 100 Mbps links. So far we have a Cisco ASR 9K Core Router at the location. The Old NOC at Block A is connected to NKN POP back to back with multiple Fiber Cable. We have connected 35 edge institutes under NKN from NKN POP at Guwahati. NKN POP is also connected with KOLKATA and DELHI with 10Gbps links, MUMBAI, HYDERABAD and KOLKATA with 2.5 Gbps links and CHENNAI, BANGLORE with 1 Gbps link for redundancy. So now there are 7 redundant links from Guwahati and so the failure rate for network access from the Guwahati backbone is zero. Very soon the 2.5 gig links are being upgraded to 10 Gbps. NKN Guwahati is connected to other North Eastern states viz. Shillong with 10 Gbps, Kohima with 10 Gbps, Imphal with 10 Gbps, Agartala & Aizwal with 2.5 Gbps,

Network Operation and Data Center - NIC Assam

NIC Assam State Centre has a Network Operation Centre and a DATA centre with the state of the Art technololgy in A Block, Assam New Sachivalaya Complex : 1st Floor, Dispur. NIC provides various services from this Centre at Guwahati.
The DATA centre is equipped with 2 SAN having with the latest SAN technology with FB-FB connectivity capacity of 3 TB and 5 TB. The 3 TB Old SAN has 21 (100/200GB ) Tap medias and the 5TB New SAN has 45 (100/200GB) taps medias for online backup. Various mission critical applications are going to be hosted from this Data Centre. The services are being provided 24/7 mode.

Wi-Max Project :: NIC has connected 18 different locations/offices with latest Wi-Max technology. It is the first WI-MAX network commissioned in India by NIC as a pilot. The Wi-Max has been commissioned on 5.8 MHz which is a free frequency and without any LOS in Assam. The offices are within a radius of around 2 KM Max. The Wi-Max network covering 10 remote locations in every district.
PGCIL:: POWERGRID also runs telecommunications infrastructure business, through overhead fibre-optic telecommunication cable network using ground wire ("OPGW") on its power transmission lines.As on March 31, 2011, the telecommunications network consisted of about 21,000 kilometers providing connectivity to all metros, major cities and towns. POWERGRID's telecom network has a presence in remote areas of India, such as Jammu and Kashmir, Himachal Pradesh and the North Eastern region (Assam, Manipur, Meghalaya, Nagaland and Tripura).

it has also been granted Infrastructure Provider-I registration to construct infrastructure assets such as dark fiber, right of way, duct space and towers on November 7, 2002;Internet Service Privider Category-A License tp provide internet services on May 29, 2003 and a National Long Distance License to provide end to end bandwidth services on July 5, 2006.

State Wide Area Network (SWAN)
The Government has approved the Scheme for establishing State Wide Area Networks (SWANs) across the country, in March, 2005 at a total outlay of Rs.3,334 crore to be expended by the Department under Grant-in-Aid of Rs. 2,005 crore, over a period of five years. Under this Scheme, technical and financial assistance are being provided to the States/UTs for establishing SWANs to connect all State/UT Headquarters up to the Block level via District/ sub-Divisional Headquarters, in a vertical hierarchical structure with a minimum bandwidth capacity of 2 Mbps per link. Each of the State / UT can enhance the bandwidth up to 34 Mbps between SHQ and DHQ and upto 8 Mbps between DHQ and BHQ depending upon the utilization. Steps have been initiated to integrate all SWANs using the National Knowledge Network (NKN). Four States namely Gujrat, Tamilnadu, Karnataka and Andhra Pradesh have been integrated using NKN.SWAN is envisaged as the converged backbone network for data, voice and video communications throughout a State/UT with the following salient features:


• One PoP at each State / District / Block Headquarter 
• Each PoP has Configurable Aggregation Equipment to enable vertical & horizontal connectivity
• Gateway to NICNET (National Backbone) for Inter-State connectivity • State/ NIC would receive discounted price for BSNL BW cost (MoU signed)

Implementation Model: There are two Options for SWAN implementation as detailed below:
Option I – Public Private Partnership (PPP) Model State identifies a suitable PPP model (BOO, BOOT etc.) and selects an appropriate agency through a suitable competitive process for outsourcing the establishment, operation and maintenance of the Network.

Option II – NIC Model State designates NIC (National Informatics Centre) as the prime implementationagency for SWAN for establishment, operation and maintenance of the Network.

Components of SWAN
State Wide Area Network has two components viz.

  • Vertical Component
  • Horizontal Component

SWAN is the backbone network for data, voice and video communications throughout the state. Thevertical component of SWAN is implemented using multi-tier architecture (typically, three-tier) to link each Block Head Quarter (BHQ) and Sub Divisional Head Quarter (SDHQ) to the District HQ and finally to the State Secretariat (SHQ) at Guwahati. Each SHQ, DHQ and BHQ point of connection is called a Point of Presence (PoP), which is a point of bandwidth aggregation for several network links getting connected at this point. The bandwidth provisioning for network connectivity between all the above PoPs is a minimum of 2 Mbps. Presently, the connectivity provisioning between every SHQ and DHQ is for 4 Mbps and DHQ to every BHQ is 2 Mbps. Further it will be enhanced upto 34 Mbps between SHQ and DHQ and upto 8 Mbps between DHQ and BHQ.

For the horizontal component, the government departments at each tier are connected to the respective PoPs. All the State departmental offices at the level of SHQ, DHQ and BHQ are being connected to these PoPs horizontally creating a State Wide Area Network interconnecting all government entities.

The Assam SWAN aims to connect around 304 PoPs, providing Data, Voice & Video connectivity to more than 2500 govt. offices (1 st Phase). The networks aim at increasing the efficiency of the government delivery mechanism and optimizes the performance. The backbone thus created provide reliable, vertical and horizontal connectivity within the State and facilitate electronic transactions between all the government departments.
